[Mnj] AIPS on Mac ARM

OSX versions 12.x are now viewed as obsolete and our computer management
has required us to upgrade to OSX 13 (actually 13.5.1).  This has then
forced me to move to gfortran 12.2 and to compile all of AIPS over again
with the minimum OSX version 12.0.  After some issues, I believe it now
works on OSX 12 and 13.

Note that the Intel version (MACINT) has not changed.  The machine that
supports that version remains at OSX 12.6.8 and cannot upgrade to 13.x.
Note that support for Intel chip Macs is dependent on the continued
functioning of that now older Mac mini.  If it dies, the support for
Intel Macs also dies since all new Macs come with ARM rather than Intel
cpus.  Note that the AIPSMark on the ARM machine is now 1379 (29 seconds
for Y2K Large!!).
