[evlatests] ea17, Ku-band, LCP

Hello all,

There had been a problem with Ant 17 dropping out with minor power 
glitches. LOIF replaced a bad battery. Prior to that it looked like LCP 
biases had been dropping out with the glitches and Front end was having 
to reset them when it was noticed.
