[evlatests] ea17, Ku-band, LCP

Hi Rick,

I see the problem on the 13th and the 17th. Prior to and after these 
dates, the problem is gone. I'll see if there was an issue resolved on 
ea17 in July. July 24th stress and beyond shows LCP and RCP about the same.
