[evlatests] Two bad polarizers

Recent observations, taken in April, at X, Ku, K, Ka, and Q bands, 
permitted determination of the antenna cross-polarizations.

Two antennas have extraordinarily high cross-polarizations:

ea06 and K-band, and ea27 at Ka-band.

Plots of these two are attached.  The narrow plots are phase, the wider 
are percentage cross-polarization *10 (so 100 = 10%).
