[evlatests] W8 monitor offline?

I remember that it was taken off line, because it was causing huge 
reflections, causing the bandpass to show rapid oscillations.

Dan Merteley was in charge of this thing -- I don't recall if the 
problem was rectified, and the monitor restored...
