[evlatests] New (?) RFI in Ka-band

New data, taken Tuesday afternoon, reveals an unresolved birdie in 
Ka-band.
Frequency = 30.975 GHz.
Very strong -- equivalent to a couple of Jy in 128 MHz width.  (That's 
BIG).
