[evlatests] ea24 L-band

Hello everyone,

We have an L-band receiver on ea24 that has an oscillating LNA. This 
oscillation is severe enough that it is radiating out of the feed 
interfering with other bands as well. We can see SDRs jumping around on 
S, C and X-bands when the L-band biases are jumping around. When we turn 
off the biases, the SDRs return to normal on all other bands. We put the 
L-band in standby for the night and would like to swap this receiver on 
ea24 in the morning.

I spoke with Gene and he doesn't see a problem, but I wanted to float 
this around to make sure there is no problem. Please let me know as I 
will assume that no response is the same as permission! LOL
