[evlatests] New VLA RFI sweep spectra

The spectra of RFI sweep data taken on Jan. 28, 2020, are now posed 
online at
https://science.nrao.edu/facilities/vla/observing/RFI/Jan-2020-D-configuration/Jan-2020-D-configuration

For each receiver band, there are also subband based plots (PDF files) 
linked from their respective pages to give a more zoomed-in view.
