[evlatests] Another non-functioning switched power

    In checking out the new elevation gain correction scheme, I 
discovered another antenna which is providing no switched power 
measurement at a single band:

    ea25, at K-band, is giving only noise in the PDif values, but good 
PSum values on all IFs.   So it seems that the switching mechanism is 
stuck (or the noise diode is providing no power at all).
