[evlatests] Results from new 'spectral sweep'

       A full 'spectral sweep', covering 1 through 50 GHz, was done 
earlier this week.  Observations were at the NCP, with 125 kHz spectral 
resolution.  Tunings are separated by 1 GHz, and about 1 minute was 
spent at each. 

    I've made ampscalar-average plots, summing over the antennas 
outfitted with final-design wideband feeds, for each band.   I'll get 
these posted on the web shortly.   Paper copies are in my office for 
public viewing. 

    There are no major changes in our RFI environment.  Some of the 
external signals are stronger, some weaker, than in prior checks.    
These changes likely reflect changes in the position of the emitters 
(chiefly, satellites) w.r.t. the antennas' sidelobes.
