[evlatests] new executor software (v1.8.1)

A new version of the Executor has been released.

Changes and bug fixes (per Barry and Ken):
1) Include the SSLO and fShift in the delay packet to Widar.
2) Changes to handle 4 L302s and three bit samplers.
3) Set L301 lower limit for P, L and S bands to 12928 MHz to avoid 
   the LO leaking through into the downconverter input bandpass.
4) Updates to launch scripts for widar schema jar location.
