[evlatests] Antenna 28 Encoder question

Thanks Bob, I had looked at this but couldn't tell until I got down 
to the parts list that there were in fact separate AC/DC power 
supplies for each encoder.

Unless I still don't understand the pointing software (a distinct 
possibility), I don't understand how changing one encoder can fix all 
of the problems in Ken's data (but hopefully it will).
