[evlatests] Antenna 28 Encoder question

Due to a lack of clarity on my part there was no pointing data
taken last night.  A short run after the encoder was swapped hinted
that the antenna might be better behaved, but more data was needed
to be sure and that is not available today.

I have asked the operator to do use software time today for pointing,
but that will necessarily be interrupted for other work, and, likely,
for work on or inspection of the antenna.
