[evlatests] [Vlaoperators] Antenna 28 operations checkout

Bryan Butler fixed the issue with the database quantities test and 
antenna 28 passed.  Initial pointing and baseline parameters have been 
set by Vivek Dhawan.

Antenna 28 has passed all operations checks and will now be included in 
regular observing.
