[evlatests] Modcomp-free: L-Band

Sounds like the EVLA will need a new version of QUACK, and probably a
new name...
If a gathering of ducks is known as a "flush", and a gathering of geese
is known as a "gaggle", then a gathering of both waterfowl must surely
be a "flaggle".
Thus the combined sound they make must either be a HACK or a QUONK. Take
your pick...
