Reasons: release of version 3.9 of VCI Specs; reworking of identifiers.<br>

"3.9.0" for "3.5.4".<br>

Note: <i>no SSS code (OPT, OST, m2s) is using this new jar yet.</i>
We'll wait for others to say they're ready for production of vci msgs
under this new specification.<br>
