Message-ID: <45C73671.5020408@aoc.nrao.edu> Minutes for the ES Division Coordination Meeting held on Tuesday, January 30, 2006, at 10:30 am, in the LL CB conference room. Attending were Lew Serna, Ramon Gutierrez, Charley Chavez, Jim Ruff, Bob Broilo, James Sullivan, Guy Stanzione, Mark McKinnon and Jon Thunborg. BUDGET ? Supervisors are cautioned to watch their budgets carefully as some are beginning to spend at a high rate. The Site & Wye has submitted their order for Ballast and concrete ?timbers? for this year. VLBA TT Trips-- Shipping the container to St Croix is extremely expensive, so we propose to ship a container one way with all the parts needed to repair the antenna and with tools needed for future tiger team visits. A new sea worthy container has been purchased to make the trips from here on out. A similar situation exists with the MK and HN site where shipping costs are about $12K minimum. A permanent container may be desirable for these sites as well. Several MK dish panels on the down side are damaged. SC has corrosion damage on the roof of the building; this work should be done by local contractors. Tentative Tiger Team Trips in 2007 are scheduled for FD (April), BR (July) and OV (Sept.). HN needs foundation repairs and their subreflector needs to be replaced. The HN work is tentatively scheduled for July (the same time as the BR visit). The current plan is to send only 2 mechanics on TT trips Since over 4 man weeks will be spent during the HN trips. In addition care should be taken not to schedule TT during the moves to avoid manpower conflicts. A visit to FD was necessary due to a failure of an azimuth axle. Ten VLBA axles have been replaced to date and ten more will be necessary to prevent costly unscheduled downtime. A meeting should be called to plan a possible replacement of wheel assemblies during this years TT visits to FD, OV and BR this year, since each of these sites needs only one more wheel assembly replaced. AZ Bearings ? Grease samples show that antennas 28, 10, 20, are good candidates for the next bearing changes An estimated three weeks in the AAB are required before a bearing change can occur. Parts from the bearings removed from antennas are needed for measuring and fitting of new parts and should be stored until they are scheduled to be shipped to Rotek for repair. Antenna 14, 16 & 18?s bearings have been shipped to Rotek for refurbishment. There is a 1.5 year lead time for delivery on these refurbished bearings due to other factory commitments. Delivery of these bearings is estimated to be about May of 2008. There is one good Azimuth bearing on hand. One spare bearing should be maintained at all times in the event a catastrophic failure occurs. NEW PROJECTS: Control building Stairways? The Control Building Stairways are being replaced due to their rapid deterioration. The stairways will be replaced with an improved design conforming to ADA. A new concrete landing will have to be poured at the base of the eastern stairway. The stairs will be repaired one flight at a time so the work can be fit in along with EVLA work. The eastern stairway is now deemed unsafe due to trip hazards. A barricade preventing the use of the eastern stairway will be installed. The western stairway is usable but remains unfinished. Due to the amount of EVLA work scheduled for the Welding and Carpentry shops the project has been delayed until such time that these groups can get caught up. An effort to finish the western stairway will be made in February. AAB OFFICE/BREAK REMODEL? Work is in progress but slow due to manpower shortage. Estimated completion is March. BUS REPAIRS? This project is complete. The white GSA bus will be returned to GSA. The MC5 bus will become a backup bus in the event the Blue or Yellow MC9?s break down. Waste Oil Storage Tank? The two old storage tanks behind the Generator building will be replaced with a one double wall storage tank bringing us into HAZMAT compliance. Concrete bases will be necessary to set the tank down and plumbing will be required. The tank has been ordered with a 4 to 6 week delivery. Tentative installation is July or later. HANCOCK SUBREFLECTOR?The subreflector at Hancock is deteriorating and will need to be replaced sometime in July. HANCOCK ANTENNA FOUNDATION?HN?s antenna foundation is crumbling in several places underneath the rail and will need to be repaired sometime in July. VLA WAREHOUSE Railing.?Railing is required on top of the rooms in the warehouse where parts are being stored. Welders will be required to install the railing which should be provided by the Warehouse account. Business division will purchase material once an estimate cost is given. SC CONTROL BLDG ROOF.? The roof on the SC building is corroded badly and needs replacing. Site Techs should contact a local contractor to see if the work can be done locally. EVLA STATUS; Correlator Room? the DC power plant for the Correlator will be installed by ES Division Electrical group. Battery handling equipment is ready for handling the batteries when they arrive in February. Final programming work and training on the HVAC units is still pending. Floor work will be finished by the ES Division. The FM 200 fire alarm system has an intermittent problem which will be repaired by the vendor, hopefully in the next couple of weeks. The CB UPS RFQ is out for Bids. EVLA Antennas? EVLA Overhauls are progressing well. SAFETY REPORT 2006 Accident Reports: NRAO-NM ended the year with 15 accidents reported for 2006. There were 9 accidents attributed to the ES Division. The break down for the accidents is as follows. 9 accidents attributed to the ES Division 2 accidents attributed to the ALMA Group 1 accident attributed to Human Resources 1 accident attributed to the Electronics Division 1 accident attributed to Operations 1 accident attributed to CID 2007 Accident Reports: There has been one accident reported this year. 2007-001 ES Employee fell on ice and broke finger. The employee has not been back to work since the accident. Incident Report: NRAO-NM ended the year with 8 incidents reported for 2006. There have been a total of 3 Incidents reported this year. 2007-IN-001 ES Truck rolled back wards in to gate post and damaged driver side door. 2007-IN-002 ES Vehicle being towed was hit by semi-truck after causing the vehicle doing the towing to lose control because of wind, snow and ice. 2007-IN-003 ES vehicle damaged. Unknown when damaged occurred. VLA Site Safety Meeting: The January site safety meeting was canceled. It has been rescheduled for February 1, at 3:00 PM in the Caf?. The topic will be Eye Protection. It is a topic that covers all groups at the VLA site. Arc Flash Program: There was a meeting set for 9:00am today but had to be canceled because Jaime is out today. The program is still on hold, awaiting SOPs, PPE and final program. The meeting today was to cover PPE. Environmental: The used oil tank has been ordered and should arrive within 4 to 6 weeks. Once it is on site Mesa Environmental will be contacted to come and pump out the remaining oil from the two old tanks so they can be removed. Warehouse Railing: James visited with Skip concerning the railing in the warehouse. He needs a cost and then we can move forwards on this project. He will provide a account number to us. OTHER: HAZARDOUS WASTE- Employees are reminded to dispose waste oil into the tanks located behind the Generator Building. Do not take waste oil into the boneyard. All waste grease must be disposed in 55 gallon drums only. Disposal of grease in smaller containers is not allowed. ANNOUNCEMENTS: All Hands Meeting ? Director Fred Lo will be addressing all hands in March, day and time to be announced. Video Conference Equipment-- The Cafeteria is to be outfitted with Audio Visual Equipment sometime in the next few months. WAREHOUSE INVENTORY-- warehouse physical inventory is scheduled for Feb. 12 - 16. The warehouse will open on the 12th at its normal time of 6:30 a.m. but will close that same day at 2 p.m. and will likely remain closed through the 13th and 14th. We hope to be able to reopen sometime on the 15th (p.m. likely).
