Minutes for the ES Division Coordination Meeting on Tuesday, June 22,
2004, at 10 am, in the LL CB conference room. Attending were Ramon
Gutierrez, Lew Serna, James Sullivan, Tom Frost, Pat Lewis, Guy
Stanzione, Mark McKinnon, Brent Avery, Gene Cole, Patty Lindsey, and Jon
Thunborg,
BUDGET Serna.
Budget allocations for ES Division include $114.8 K for Facility and
Antenna infrastructure projects in addition to a $486.5K operating
budget. Several operating budgets are already exhausted such as the
Electrical and WYE groups. Supervisors may reallocate monies within
their accounts if necessary to cover cost overrun in these groups.
The Facility and Antenna infrastructure projects to be accomplished this
year include the following: Repair PT rail, Foundation for EVLA
warehouse, Replace 2 VLA azimuth Bearings, Repair MK Rail, Replace VLBA
BR subreflector, Repair water tank, Concrete intersection at masterpad,
Install concrete timbers, Safety Railing in Antenna Assembly Building
and Intersection Timber Building Jigs.
AZ Bearings.
Antenna 14, the second prototype EVLA antenna bearing change is
completed. The outer bearing race was damaged. All parts from the
bearings removed from antennas should be stored until they are scheduled
to be shipped to Rotek for repair. These parts are need for measuring
and fitting new parts. Antenna #16 will be scheduled for bearing
replacement at the end of summer ‘04 (September sometime). Antennas 16,
18, 20 and 26 have bad bearings that will eventually need to be
replaced. A spare bearing should be maintained at all times. An
estimated three weeks in the AAB are required before a bearing change
can occur. Staff members from the Jodrell Bank Observatory, in the UK
are very interested in witnessing our bearing change and may visit for
Antenna 16’s bearing change in September. Try to prepare as far in
advance as possible. Guy Stanzione will be the Bearing Change
Supervisor for Antenna #16.
NEW PROJECTS:
Control Building transformer The replacement of the Control building
Transformer was replaced on June 2, ’04. The computer room power fire
sprinkler shunt trip was tested prior to dropping power to the building.
A bypass test switch for this system was also installed.
Shop Space/EVLA cold storage bldg. A 5,000 sq. ft. metal building will
be erected NE of the Generator Building. Once EVLA storage requirements
are ended, this building may be used for shop space. Foundation work
will begin soon after rebar and material arrives. The building had an
8-12 week delivery and is scheduled for completion by the end of August.
Several persons from the construction crew will have to be trained and
certified to operate the manlift. Dean will do the digging for the
foundation work.
WATER TANK REPAIR Water tank repairs were completed on June 3, 04.
SAFETY HANDRAIL ON ROOF STORAGE AT AAB A safety rail is required around
the perimeter of the roofs of several AAB shops since they are being
used for storage of materials.
The handrails are in place and only need to be painted.
CONCRETE TIMBERS
The track crew has built prototype concrete timbers to replace wooden
timbers which are used at every intersection that accesses an antenna
station. The original wooden timber design is a high failure design and
timbers and planks are often broken under the weight of a transporter
carrying an antenna. Timbers on hand are exhausted; we will begin
repairing intersections with concrete timbers. A concrete slab for
making concrete timbers has been poured and Jigs for fabrication of
concrete timbers will be assembled soon. Material costs for actual
concrete timbers will be charged to the Track Budget account.
AZ BEARING Pocket Mill- the AZ Bearing Pocket Mill is used to machine
the antenna azimuth bearing pocket. At best the mill will currently
achieve an accuracy of around .008 inches or .009 inches of tolerance.
The spec calls for less than a .012 inch tolerance. The use of a
different bearing on the mill would achieve a higher degree of accuracy
for milling the pocket. If the new mill bearing can be purchased with
our current budget we will replace it before the next bearing change.
EVLA Status
E Cole ---1.) Turning over EVLA overhauled antennas to Ops. A final
acceptance check list will be issued for EVLA antennas. This final
acceptance checklist when completed signifies the handing over of and
antenna from Construction to Operations.
2.) An Electrical Survey will be done on antenna 14 to collect empirical
data for estimating total antenna power consumption. This survey will
be done after Antenna 14 is fully outfitted and in full operation.
3.) EVLA coordination— updates and Changes to the EVLA schedule will be
handled through the Division heads
Stanzione--- UPS usage after the new correlator arrives is a subject
that will need investigation. The new correlators will contain their own
backup power and modcomp computer power requirements are projected to be
minimal.
Serna--- EVLA manpower requirements— Estimates show that 1.25 Antenna
Mechanic FTE (Full Time Employee) is required to outfit each antenna
EVLA antenna per year; Approximately .31 FTE Electricians for each
antenna per year and .25 HVAC technicians per antenna per year.
Upcoming EVLA electrical work necessitates the hiring of an Electrician
as soon as possible.
EVLA power requirements—Recent estimates for EVLA power requirements for
Antennas and the Correlator indicate a huge impact on the entire
electrical system, including exceeding the capacity of the two main VLA
transformers (SEC and Generator) and possible fuse coordination along
array arms and hatch gear equipment. Current EVLA estimates double the
Antenna load and increase the correlator load by 5 times early
projections. New operating procedures for load shedding under generator
power may be necessary. The existing high voltage power cable will
handle up to 2.8 megawatts. Measurements for the antenna load will be
done on Antenna #14 when it is fully loaded to get empirical data to use
in estimating load requirements.
ES Division Fiber Lab work will be complete in about 2 weeks. The fiber
group is expected to move in by the end of July.

SAFETY REPORT ...James Sullivan
There has been a total of twelve (12) Accident/Incidents reported to
date, 9 accidents attributed to the ES Division.
The scheduled May all hands safety meeting/session was held on June 3
due to scheduling conflict (43 employees were in attendees). The next
safety session is scheduled for Thursday June 24.
Safety training and refreshers training on man-lifts are to be scheduled
in the near future.
Congratulations to Phillip Sanchez, Lonnie Guin and Greg Hendley for
their accomplishments. Phillip completed the Basic EMT course and will
take the State license exam in August. Lonnie and Greg have completed
the EMT Intermediate course. Lonnie will take his State license exam in
August also. Greg Hendley will take the State license exam later this year.
OTHER Discussion (Other)
Announcements:
Due to the Business office, Human Resources, Purchasing and Fiscal
moving to the AOC West, a request has been made to have a separate mail
box and bag for Administrative/Purchasing mail to be delivered to the
AOC West building. This would save from having to sort the mail at the
AOC and expedite delivery to the AOC West. A separate box will be
placed in the Control Building and the mail from all other buildings
will be sorted by the secretarial staff at the Control building.
Persons who work at the control building should address and place all
mail going to the AOC West building in the new AOC west mailbox. The
AOC West mail will be included in the regular AOC bag but will be
contained in a separate envelope. If you are not sure who should be
addressed for AOC West Building check the telephone list to see what
building that person is located in.
PT & MK Rail. Pie Town Rail work is completed. MK Rail work will occur
July 21 through August 8. If personnel traveling to MK have never
traveled for NRAO to high altitude sites they must attain the High
Altitude Training Certification; 1) Take a high altitude physical exam
and provide copy of the physician’s statement, 2) View the high altitude
training video within the last year. 3) Indicate whether or not the
traveler has basic first aid and/or CPR training, or specialized high
altitude first aid, or CPR for remote locations.
Announcements:
NRAO Director, Fred Lo will be here the week of June 28. He will call
all hands meeting with electronics staff on the morning of July 1
(Thursday), and with VLA site staff in the afternoon of the same day.
Time to be announced.
A Retirement party for Jim Rexrode will be held on Thursday July 22.
Jimmy & Lefty will work their last day on that Thursday,
