I looked at the TY table and discovered that various antennas have different times. EDITA makes a list of all times over all antennas regarding times within SOLINT as equal. With default SOLINT there are a large number of times in the range that you plotted for me. The extension of the time range is based on the time list ignoring which antennas have which times. That is why, if you make SOLINT large enough, you get the scan fully flagged but run the risk of losing table values if 2 values are within SOLINT for the same antenna.
