Their web site remains broken (for a long time now!).<br />
Go to the AIPS web page (www.aips.nrao.edu)  The<br />
article on the top of the page will direct you to places<br />
where you can download the file.  You need 31DEC18<br />
(or 31DEC19) to have the VLBAEOPS procedure<br />
to allow you to set your local copy of the file.<br />
CLCOR of course will let you do that in all aips<br />
versions.<br />
