[comm] Monthly telecommunications meeting

The monthly telecommunication co-ordination meeting is scheduled for Wednesday
February 23 at 13:00 EST (15:00 CLST).  Agenda, meeting locations and times may

Although I have left the agenda in the same order as previously, I would like
