[bananas] TEC files from cddis

The format of TEC correction data file names from the cddis site run by
NASA has changed for files concerning data after August 7, 2023.  I have
revised
VLBATECR and VLATECR in the VLBAUTIL and VLAPROCS RUN files in both
31DEC23 and 32DEC22.  They are available to you via the MNJ
($HOME/do_daily.<hostname>) at this time.  The EOP files have not changed
nor have the names of the TEC files for data up to and including August 7.

Users of AIPS versions older than 31DEc22 should consider an upgrade.
