[Alma_na] New NA ALMA project manager

Dear colleagues,

I mentioned the name of our ne NA ALMA PM at the DHs' meeting to give a 
sense that we are making progress in reorganizing the NA ALMA team.
However, the details are not finalized, and so
please do not broadcast the name of the new NA ALMA PM yet.
