[alma_na] System Block Diagram Rev F

Thanks to those who provided comments and corrections on System Block
Diagram Rev F, released on 2003-Mar-21.  Your points will be taken into
account in the next revision.

We received no comments or other feedback from most IPTs prior to the
March 31 deadline, which has now passed.  As I mentioned in my Mar 21
email, this is taken to mean that you consider Rev F of the diagram to
represent correctly the design of your part of the system, to the extent
that it is now well defined.  In areas where the design is not yet
clear, differences of opinion on what the final design will look like
are understandable and will have to be accepted.

>From now on, IPT leaders are asked to ensure that the designs for which
they are responsible remain consistent with the system block diagram. 
This means that Systems Engineering must be informed in advance of any
design decisions that would lead to a discrepency.  Systems Engineering
will not attempt to specify design details that are below "system"
level, but nevertheless must be kept informed and given an opportunity
to review and comment on decisions.  This will also enable us to keep
the block diagram up to date.
