[alma_na] ALMA Plan and AMAC summary

I have attached the latest version of the "ALMA Plan" and a draft of the
executive summary for the AMAC meeting. Please recall that the ALMA Plan is
not yet officially approved by the ACC, but will likely be approved in a
form very near this version.
