[alma_na] ALMA Phase 1 Accounts Frozen

       The ALMA Phase 1 (D&D) accounts are frozen; no further charges
will be allowed to the 120xx accounts.  Any overruns in the Phase 1
accounts will be transferred to the appropriate Phase 2
(Pre-construction/Construction) accounts as shown in the attached table.
